A guest is requesting that I have change the requested dates and move it by 3 days. My policy is strict - if the new dates fall outside the 30 day window will that allow them to then cancel the stay with no penalty?

Yes, this is a trick that people have learned to get by the cancellation policies. Most likely they will cancel after you move the dates if it's outside the 30 day window.

I would just tell them you will note the new dates and block it off on your calendar and leave it at that.
