The “right” answer is to not allow unregistered guests. But these decisions require analysis.

My vacation home hosts—and is licensed for—6 guests. If a group of 4 book and 6 people show up, I’m not going to say anything. I’m willing to accept the risk because it is minimal. But if 10 people show up, I’ll say something because the liability is too high for me to accept, and on top of that my county has occupancy limits based on the # of rooms.
