Unfortunately, all you can do is better screen your guests and make your policy more clear. In this case Airbnb (assuming its Airbnb) will not force or collect the extra guest fee as it is not related to any damages. If the pets do result in some sort of damages, or even additional cleaning (extra time for vacuuming dog hair, etc.) you can submit documentation of "extra cleaning" to Airbnb and indicate extra cleaning was required. You can also help ensure such guests do not abuse the system in the future by leaving an honest, factual review.
